Review of National Antisocial Behaviour Strategy

Launched on 25 October 2007, with the publication of the Link opens in new windowTerms of Reference (PDF, 31Kb), the aim of the review was to take a fresh look at the national policy, including key elements of the Antisocial Behaviour etc. (Scotland) Act 2004, to identify where it could be improved, and to enable stronger community involvement. 

The aim of the review was not to repeal the Act, but to consider what worked well and what could work better. Our priority was, and still is, to reduce the antisocial behaviour which blights communities, and to increase the capacity of communities and local agencies to respond effectively.

The Expert Advisory Group

A high-level expert advisory group, made up of local authority leaders, senior police and other criminal justice professionals, was established early in 2008 and has been influential in helping to steer the review. Throughout 2008 the group met three times, on 27 February, 25 June and 6 October.

In addition to these three meetings, Expert Advisory Group members have participated in the review through sub-groups focusing on four key themes: the balance between prevention, intervention, enforcement and rehabilitation; community engagement; integrated service provision; and media and communications. 

In July 2008 a Good Practice Day was held at the COSLA headquarters in Edinburgh. The event attracted around 100 experts in the field of antisocial behaviour, and provided the four sub-groups with an opportunity to gather evidence from around 50 different projects and initiatives. 

The Expert Advisory Group was consulted during the drafting of the final Framework and signed-off the final draft in early 2009

Completion and Implementation of the Framework

The COSLA Community Safety Executive Group discussed the Antisocial Behaviour Framework for the final time on 21 January. The Executive Group was supportive of the Framework and agreed to play a role in implementation, along with the COSLA Community Wellbeing and Safety Executive Group. 

On 27 January, the Framework was presented to Cabinet by the Cabinet Secretary for Justice, Kenny MacAskill, and was given formal approval.

On 30 January the Minister for Community Safety, Fergus Ewing MSP and Councillor Harry McGuigan, COSLA Community Wellbeing and Safety Spokesperson, delivered a joint presentation on the new Antisocial Behaviour Framework to COSLA Leaders. The Framework was well received and the Scottish Government will continue to work closely with COSLA as we move to the implementation stage.  

At the official launch on 19 March, keynote addresses were delivered by Minister for Community Safety, Fergus Ewing, and COSLA's Community Wellbeing and Safety Spokesperson, Councillor Harry McGuigan.

In addition, chairs of the review's Expert Advisory Sub-Groups and other experts spoke about the four pillars of the review – prevention, integration, engagement and communication – from a local authority perspective, a police perspective, a fire service perspective and a voluntary sector perspective.
